What is a Commercial Registration (CR)?
A Commercial Registration in Bahrain, usually called a CR, is the official commercial-register record for a business. It identifies the registered business and relevant details such as its legal form and activities. Sijilat is the Ministry of Industry and Commerce’s portal for registration and licensing services.
The important distinction is registration versus permission to operate. The government portal lists a New Commercial Registration without License service. Obtaining that record does not remove the need for the approvals and licences required to carry out the activity. This guide explains the CR service and the checks to make before treating the process as complete.
For the wider launch plan, use the company formation guide. If you are deciding who will own the business and which legal documents to prepare, use the company registration requirements guide instead.
Check the activity before applying
If you plan to carry out commercial activity in Bahrain, check its registration and licensing requirements before starting. Online selling, work from home and freelance-style services are not automatically exempt. The relevant activity and applicant conditions determine the available route.
Use the official business-activity information to identify the activity description, required approvals and ownership conditions. A CR for one activity does not automatically cover another. If your business will provide several services, check each intended activity rather than choosing a broad label and guessing.
The MOIC FAQ says a CR holder must obtain the necessary approvals and licences before practising the activity. Use that rule as the stop point: do not accept “the CR has been issued” as the only readiness check.

CR without licence, licensed activities and Sijili
A CR without licence is a registration stage, not a general licence to trade. Check the current record and the approvals for the activity you intend to practise. A business can have registration details recorded while further licensing work remains outstanding.
Sijili is a virtual registration route for specified activities and eligible applicants. It is not a general no-office option for every foreign investor. For example, MOIC’s published conditions for retail sale via internet through Sijili specify a Bahraini-national applicant and additional conditions. Confirm the current conditions for your exact activity before selecting this route.
Do not confuse a registration or licensing status with a legal form. A limited-liability company, individual establishment and foreign branch describe different business structures; they are not simply three licence stages. The registration requirements guide covers that decision.
How to apply through Sijilat
The national portal links to the new-CR service, application follow-up, amendments, renewal and public search. Start from the official service link and use the sign-in and authorisation method it currently requests. Do not share your login or one-time verification codes with a third party.
The following is a practical outline rather than a reproduction of every portal screen. The form, activity and application stage determine which fields and documents appear.
- Select the correct new-registration service and confirm who is authorised to submit.
- Enter the requested legal form, commercial name, applicant and ownership information consistently.
- Select the actual business activities and review their conditions before proceeding.
- Supply the documents and address information requested for the selected stage; complete any additional company-document formalities when instructed.
- Review the application and pay the official charges shown for that request; keep the payment and submission references.
- Follow application status, answer correction requests and complete the required licensing or authority approvals before trading.
Read the result: registration is not the final approval
After submission, read what the issued record actually confirms. If it is a CR without licence, identify the outstanding activity approvals rather than assuming the business can open. MOIC explicitly distinguishes holding a CR from having the necessary approvals to practise the activity.
Keep a simple list of each intended activity, its approval authority, application reference and current status. Check that issued approvals refer to the correct business, location and activity. If an application is returned, read the specific correction request instead of uploading the same files again.
Only treat an activity as ready when the applicable requirements have been completed. An adviser can organise follow-up, but cannot replace the responsible authority’s decision.
- Records the business at a registration stage
- Further activity approvals can remain outstanding
- Determined by the selected activity
- Complete before practising the activity
Prepare documents for the selected application
There is no universal attachment list for every CR. Use the selected service’s current requirements and distinguish individual owners from corporate shareholders. Check the requested document format, authorised signature and whether originals are needed.
Authentication or translation depends on the document and receiving authority. The attestation guide explains how to confirm the correct route. Do not pay to authenticate every overseas document automatically.
- Identity details and the requested passport or CPR records for the relevant people.
- Ownership, authorised-signatory and company-document information for the chosen form.
- Address or premises evidence where the application stage requires it.
- Corporate-shareholder documents and authority to act where a company is investing.
- Activity-specific evidence and approvals requested by the relevant authority.
Check and save the issued record
Compare the issued record with the approved application: business name, CR details, legal form, activities and applicable address or ownership information. Retain the final record and any separate activity approvals, not just the initial submission receipt.
Banking and employer applications have their own checks. A CR supports those applications but does not guarantee acceptance or a work permit. The work permit guide covers the employer-led file if you plan to hire.
Keep the record current. A change of activity, address or ownership should be handled through the appropriate amendment service, rather than by continuing to use an outdated copy.
Public CR search, amendments and renewal
The official public CR search allows you to look up registered business details. Search using the available CR or business-name fields, then compare the result with the business you are checking. Check the branch or activity details shown rather than relying on a familiar name alone.
A public register check is not a guarantee of a supplier’s reliability, bank acceptance or permission for every service it advertises. Review the relevant activity approvals as well, and use the official record rather than a screenshot supplied by the other party.
For your own business, use the amendment service when registered details change and the renewal service when renewal is due. These are different transactions. The CR renewal guide explains preparation for an existing registration without repeating the new-application process.
CR costs, corrections and support
Confirm the official charges for your selected request in the service. Separate registration, activity approvals and later renewal or amendment costs from any provider’s preparation fee. Do not assume a headline package price covers premises, authentication or every regulator’s charge.
For timing, ask which review or document is still outstanding. Keep the request reference, payment confirmation and correction history. If you need help, the official portal links to Sijilat contact and follow-up services; an adviser should be able to state the exact current stage.
Keylink’s business setup support can help organise the CR file and follow-up. Ask for an itemised scope and use secure sharing for identity documents. Authority approval remains separate from the support service.
Commercial registration questions
Can I operate with a CR without licence?
No: obtain the necessary approvals and licences for the activity before practising it, as stated in the MOIC FAQ.
Can I use Sijili as a foreign investor?
Do not assume so. The published internet-retail Sijili conditions require a Bahraini-national applicant; check the current eligibility for the exact activity and route.
Where do I check application status?
Use the official Sijilat follow-up service with your request reference and authorised access. A payment receipt alone is not proof of final approval.
Is CR renewal the same as a new application?
No. Renewal concerns an existing record. Use the renewal guide rather than repeating the new-company process.
