Use this checklist for new issuance, not every permit transaction
A Bahrain work visa application through LMRA should start with the employer’s intended transaction. New issuance, renewal, transfer and cancellation have different conditions. This guide covers preparation for a new expatriate employee work-permit request by a Bahrain establishment; it is not a renewal or transfer tutorial.
LMRA’s new-permit service is employer-led and concerns employees hired on the employer’s commercial registration. Domestic-worker procedures and other specialist routes should be checked separately. Confirm the applicable service before borrowing a document list from another employer’s case.
Record the employee’s location and existing Bahrain status
Ask whether the employee is outside Bahrain or already residing in the country, whether a Bahrain personal number has previously been assigned, and what existing permit or residence record is relevant. These details affect which instructions need to be checked.
LMRA’s published new-permit conditions refer to reusing a previously assigned personal number and cancelling an existing multiple-entry permit where that condition applies. Do not create a new identity record simply because an older one is inconvenient. If the employee’s status is unclear, resolve it through the official channel before deciding the submission route.

Review employer information and authorised access
Check that the establishment and CR used for the request are correct and that the responsible person has authorised access to the relevant LMRA submission channel. Review the employer information and any requirements displayed for the requested transaction.
An adviser can organise records and follow-up, but cannot establish eligibility by preparing a neat folder. Where the system shows a restriction or outstanding requirement, record the actual message and ask how it should be resolved. Avoid promising an employee a start date based solely on a proposed submission date.
Prepare complete passport records
LMRA’s new-work-permit page lists passport information pages and alterations or updates, with additional pages in applicable nationality-specific cases. Prepare the complete set requested by that service rather than a cropped image of the photograph alone.
Check the current passport-validity condition on the new-issuance page. Do not import a different requirement from the renewal service or treat a recommendation as a legal minimum. Compare the passport spelling, date of birth and any previously assigned personal number with the application draft.
If a renewed passport is correct but a linked record still contains the old number, identify the appropriate update process. Keep any evidence connecting old and new records where requested; do not edit the passport scan to match an outdated account.
Confirm which medical documents apply
The Bahrain service catalogue for new work permits describes an overseas or current-country medical report and its conditions. It also states that this certificate is not required where the employee is already residing in Bahrain. That distinction matters when building the pre-submission file.
The exemption for that certificate is not a statement that no medical examination is ever required. Confirm the applicable stage, accepted medical provider and current instructions for the employee’s route. A general relocation article is not sufficient evidence that a particular report or examination can be skipped.
Separate occupation-specific evidence from universal requirements
Some occupations or regulated activities can involve additional evidence or an external approval. Confirm the exact requirement for the occupation and transaction displayed by LMRA or the relevant licensing body. Keep the supporting approval current and connected to the right employee or employer.
Do not label CVs, qualification attestation, police certificates or employment-contract uploads as mandatory for every new permit merely because a third-party list includes them. Mark each item as required by the current service, conditional for this case, or awaiting confirmation. That distinction prevents an attractive checklist from becoming misleading.
- Complete, readable passport records
- Consistent identity and job information
- Applicable medical documents
- Occupation-specific supporting evidence
Reconcile identity and job information before uploading
Review the application draft against the final employee and employer records. Names, identity numbers and establishment details should be internally consistent. Check the occupation and any supporting approval against the actual intended request rather than copying an older employee’s entry.
Use legible scans that preserve the complete document, including relevant stamps and amendments. Follow the portal’s file rules. Keep superseded versions away from the final upload set and avoid storing employee identity records in openly shared folders.
Use a document-level handover checklist
Assign responsibility before submission: who supplies the record, who checks it and who responds if LMRA asks for more information? The employer and adviser should work from the same version and the same understanding of what remains unresolved.
The following rows organise preparation; they do not replace the official attachment list. Add the service instruction beside each row, especially for conditional evidence.
- Transaction: new issuance confirmed; specialist routes excluded
- Employee location and existing status: recorded and checked
- Employer establishment and authorised access: confirmed
- Passport pages and identity fields: complete and reconciled
- Medical report: applicability and current conditions confirmed
- Occupation-specific evidence: requirement verified where relevant
- Missing actions: owner and next step assigned
Keylink’s PRO services include employer paperwork and LMRA application support; confirm the scope for a new permit rather than a renewal.
Retain the submission reference and manage requests
After submission, keep the reference, uploaded versions, payment evidence and official responses together. Monitor the authorised channel and record who is responsible for replying. A returned request should be addressed using its actual reason, not by repeating the same upload.
Submission is not approval, and work permission should not be inferred from an unrelated residence document. Confirm the final outcome and any subsequent instructions before relying on the permit for employment arrangements. Processing and eligibility remain with the relevant authorities.
Questions employers commonly need to clarify
Can this checklist be used unchanged for renewal? No. Use LMRA’s separate renewal service and its own conditions.
Does an employee already in Bahrain need the same overseas medical attachment? Check the new-permit catalogue’s applicable exemption and other medical instructions; do not assume it removes every examination requirement.
What should Keylink know before reviewing the file? The employer, intended new-permit transaction, employee location, existing personal number or permit where relevant, and any official request that needs clarification. Family residence paperwork belongs to a separate guide.
